General operational and educational information for corrections professionals. Not legal, medical, or compliance advice, and not a certification of compliance with any law or standard. Policies and standards vary by agency and jurisdiction; follow your facility's policy and your own legal, medical, and professional advisors. The library is reviewed and updated monthly; see the changelog.

The research and proof behind Safety Intelligence

Where the rigor lives. For the buyer, attorney, insurer, or funder who wants evidence before belief: our flagship report, the method itself, proof from live facilities, the scoring and governance framework, independent evaluation, and a monthly field-intelligence brief. For how-to guidance, see the Library.

The State of Corrections Safety 2026

A sourced briefing for correctional leaders on in-custody deaths, the staffing crisis, the liability landscape, PREA, and the shift to AI on existing facility cameras.

The method

How VPT works as a repeatable method, not a black box: Detect, Route, Respond, Document, anchored to a Day-0 baseline and the 60-day Audit, and a five-level model for where a facility sits on the safety curve.

Proof from live facilities

Evidence, not promises: what a structured, timestamped Proof Report contains and how impact is documented in live Kentucky facilities.

How safety becomes a score

The governance layer that makes safety clear to leadership, insurers, and courts: a single Safety Intelligence Score computed from timestamped logs, and the Gold Seal framework built on it.

Independent evaluation

We describe what is real and flag what is pending. An independent evaluation through Eastern Kentucky University is planned, and a federal research application to the National Institute of Justice has been submitted and is under review, not yet awarded. Details are available to qualified agencies under NDA.

Field intelligence, monthly

The Safety Intelligence Digest is a free monthly brief on the incidents, lawsuits, legislation, and funding correctional leaders should know, each signal covering what happened, why it matters, who owns it, and what to do next.
