The Gold Seal Review: What Monthly Proof Looks Like

The Gold Seal Review is a monthly, human-verified account of what Safety Intelligence flagged in a facility's covered zones, how many of those events a person reviewed, where they repeated, what follow-up is open, and how staff responded. It is the record behind the Gold Seal, written for the jailer and the county officials who answer for the jail.

// What it is

The Gold Seal Review is the monthly proof asset of a Virtual Patrol engagement. Each month it gathers the Safety Intelligence record for the covered zones into one document a decision-maker can read in a sitting, and every event in it has been looked at by a person before the review is issued.

It is built from system logs, not from self-reported figures. Counts are reported on unique events after duplicates are merged, with the raw alert count shown alongside, and every number in the review traces back to the review record kept in the facility's evidence file.

// What the monthly review contains

Flagged events. What Safety Intelligence raised in the covered zones during the month, grouped by public category such as possible medical distress, altercation, and contraband exchange.

How many were reviewed by a person. The count of unique events dispositioned by a trained VPT reviewer, and confirmation that none remain open. Each is recorded as a confirmed finding or as reviewed and cleared. A confirmed finding is an observation about activity on camera, not a legal conclusion and not a judgment about staff.

Repeat zones. The housing units, cells, and areas where flagged events kept recurring, so leadership sees the pattern rather than a stack of single incidents.

Follow-up items. The open questions the month surfaced: a camera view that needs adjusting, a zone that needs attention, a practice worth discussing at the next leadership meeting.

Documented responses. When each event was acknowledged and when it was closed with a note, taken from the timestamps in the system, so the record shows how the facility answered what was raised.

// Patterns across the month

A single night rarely tells leadership much. A month does. The review shows how flagged events and response timing moved across the period and where the same issue keeps coming back, which is the part of the record that turns into decisions.

Behind the summary is the operating view of the covered zones, so a reader can connect a repeat zone in the review to the place it happened.

// Who it is for

The jailer, who runs the facility and needs a monthly read on where risk is surfacing and how the shifts answered it.

The county judge-executive and the fiscal court, who fund the jail and need a plain account of what the county is getting and where attention is still needed. See the county judge path.

The risk manager, who needs a dated, reviewable record of how risk was raised and handled. See the risk manager path.

The county attorney, who needs to know what the record says and what it does not. See the county attorney path.

// How it relates to the Gold Seal

The Gold Seal is earned through the record under VPT Standard 001, and the monthly review is how that record is put in front of leadership.

Day 30: Gold Seal Provisional. A dated award based on the first 30 days, issued only after the period is human-verified and a Standards Reviewer signs off. Provisional is a real award, but it is not Certification, and it is never described as one.

Day 60: Gold Seal Certification. Issued at the close of the Safety Intelligence Audit when the full 60-day period meets the standard, is human-verified, and passes the standard's integrity check.

Every 30 days after: Certification is renewed against the same requirements, and a delivered monthly review is part of renewal. If the standard is not maintained, the certification can be suspended or downgraded, and a suspended certificate may not be displayed as current.

Gold Seal Certification confirms that the covered facility zones met VPT Standard 001 for the stated review period, based on human-reviewed Safety Intelligence records. It is not a government accreditation, insurance certification, legal or regulatory compliance certification, or a guarantee of facility safety.

// What it is not

Not an independent audit. It is prepared by Virtual Patrol Technologies from the facility's Safety Intelligence records.

Not legal advice. Questions about liability, reporting duties, or state requirements belong with the county attorney.

Not a guarantee. No review or seal can promise an outcome. It reflects what was raised, who reviewed it, and how it was answered.

Not a scorecard for staff. It focuses on zones, patterns, and the system, not on blame. Safety Intelligence does not replace staff, rounds, or judgment, and a person reviews every alert. See human in the loop.

// Frequently asked

What is the Gold Seal Review?

A monthly, human-verified review of the Safety Intelligence record for a facility's covered zones: what was flagged, how many events a person reviewed, where events repeated, what follow-up is open, and how staff responded.

Who reviews the events?

Trained VPT reviewers disposition every unique event in the review period. A review period is not marked human-verified until no events remain undispositioned.

How does it relate to the Gold Seal?

Under VPT Standard 001, a facility can earn Gold Seal Provisional at Day 30 and Gold Seal Certification at Day 60, the close of the Safety Intelligence Audit. After that, certification is renewed every 30 days, and a delivered monthly review is one of the renewal requirements.

Is the Gold Seal Review an independent audit?

No. It is prepared by Virtual Patrol Technologies from the facility's own Safety Intelligence records. It is not an independent audit, not legal advice, and not a guarantee of any outcome.

Who should receive it?

The people accountable for the jail: the jailer, the county judge-executive, the fiscal court, the risk manager, and the county attorney, each according to the facility's own procedures.

Can we see a real one?
