DEFINITION
Surveillance records what happened. Proof documents what was seen, when it was seen, and what was done about it, in a form a third party can review. Surveillance is footage; proof is a defensible record.

Liability turns on proof, not footage
After a serious event, having video is not the same as being able to show what staff knew and when, and what they did next. Footage alone can even deepen exposure. Proof, a timestamped record of awareness and response, is what protects a facility and its officers.

- Proof: active, captured in the moment, answers “what did we see, when, and what did we do?”
- Surveillance is a hard drive of video. Proof is a reviewable timeline a commissioner or court can follow.
