// Gold Seal & the Safety Intelligence Score

Turning “we feel safer” into defensible proof.

The Gold Seal turns safety operations into measured, defensible proof. Through the Safety Intelligence Audit, Virtual Patrol documents what the system surfaced on a facility's own cameras and how staff responded, then reports it as a structured, timestamped record. It converts 'we feel safer' into evidence a sheriff, court, or funder can review.

Everyone in corrections talks about being safer. Almost no one can prove it. The Gold Seal program exists to close that gap, turning safety operations into measured, timestamped evidence designed to support the case with county leadership, auditors, and insurers.

// What it is

A proof framework, earned, not purchased

Gold Seal is not a badge for buying technology. It is earned when a facility runs disciplined safety operations on the cameras it already owns and can prove it from the record. That distinction is the whole point: a seal you can buy means nothing to an auditor. A seal you have to earn, and can lose, means everything.

// The one number

The Safety Intelligence Score (SIS)

At the center of the program is a single number from 0 to 100, computed automatically from timestamped system logs, not from opinion or self-report. Every alert carries a record of when a risk was seen, acknowledged, and resolved. That record is what makes the score defensible to a third party.

At a high level the score reflects three things: whether the system is genuinely covering the agreed high-risk areas, how quickly staff acknowledge what it surfaces, and whether each event is closed out with a documented disposition. The exact methodology is proprietary; what matters to leadership is that the number comes from the facility’s own operational record, and holds up to outside scrutiny.

// Why it matters

Why insurers, county attorneys, and auditors care

A defensible safety record changes the conversation with the three parties that decide a facility’s exposure. Insurers and risk pools price uncertainty; a measured, auditable score replaces “trust us” with evidence, and supports the case for better terms. County attorneys defend against liability; a timestamped record of what was seen, when, and what was done is exactly what a claim turns on. Auditors and oversight bodies need to see consistent practice, not a policy binder; the score and its evidence show it.

The program runs on existing cameras, with every alert reviewed by a person, no facial recognition, and no criminal-justice information ingested. That posture is part of what makes the proof credible rather than intrusive.

// How a score becomes governance

Earned in tiers, maintained on discipline

Gold Seal is earned in sequence and sustained over time, not granted once: Gold Seal Standard at the end of the 60-day evaluation, then With Distinction, With Honors, and Platinum with Excellence as a facility sustains performance and adds governance discipline over 6 and 12 months.

It is designed to stay credible: a facility can be maintained, suspended, or downgraded, and an independent integrity check guards against a “paper seal.” A designation that can be lost is one an insurer or auditor can trust.

// What leadership receives

The Proof Package

Every evaluation ends with a standardized package leadership can review quickly: the score trend from baseline to Day 60, a response-discipline summary, top interventions, and several incident timeline packages tracing alert to response to outcome. It is built to be read by a commissioner, a carrier, or a court without translation.

Gold Seal is earned through the Safety Intelligence Audit, VPT’s paid, 60-day engagement on your existing cameras. It is how a facility turns safety operations into proof.
