The VPT Five-Layer Safety Intelligence Standard

IN SHORT

This is VPT's operating standard for what a real safety-intelligence program requires. Five layers must all be present and working: existing camera coverage, human-reviewed alerts, alert disposition, executive review, and a monthly proof record. It is a bar for visibility and review, not a legal or accreditation standard. A program missing any one layer has a gap the others cannot cover.

FROM THE FIELD: MICHAEL RANES

People ask me what separates a facility that is actually safer from one that just bought technology. It is not the software. It is whether all five of these are in place. I have seen great detection with no human reviewing it, and I have seen good review with no record to show for it. Each is useless alone. The standard exists so a jailer can look at their own program and see exactly which layer is missing, because that missing layer is where the next bad outcome comes from.

// What this is

An operating bar, not a law

The Five-Layer Standard is how VPT defines a complete safety-intelligence program. It is a practical bar a facility can hold itself to, layer by layer. It is not a legal requirement or an accreditation, and meeting it does not make a facility compliant with anything. It simply describes what a program needs to actually change outcomes.

// The five layers

All five, or there is a gap

A program meets the standard only when all five are present and working:

  • 1. Existing camera coverage. The highest-risk zones are actually covered by the cameras the facility already owns.
  • 2. Human-reviewed alerts. A trained person reviews every alert. Nothing acts on a person automatically.
  • 3. Alert disposition. Every alert reaches an outcome, acted on, cleared, or escalated, and that outcome is recorded.
  • 4. Executive review. Leadership reviews the pattern on a standing monthly rhythm, not only after an incident.
  • 5. Monthly proof record. The facility keeps a reviewable record of what was surfaced and how it was answered.
// What good looks like

The layers reinforce each other

In a facility that meets the standard, coverage feeds review, review produces dispositions, dispositions roll up into the monthly executive review, and all of it leaves a record. Remove any layer and the chain breaks: coverage with no review only records, review with no disposition goes nowhere, and none of it holds up later without the record.

// Clearing up the confusion

What it is not

  • Not a legal, accreditation, or compliance standard. This is VPT's operating standard for visibility and review. It does not certify compliance with any law, accrediting body, or state standard.
  • Not certification. There is no pass or fail credential; it is a self-applied operating bar.
  • Not facial recognition. The coverage layer reads behavior and movement, not identities.
  • Not a replacement for staff. The human-review layer is the point, not an afterthought.
// On the floor

How jails use the standard

  • Self-check. hold your own program up against the five layers and find the missing one
  • Leadership. give command staff a shared definition of a complete program
  • Audit prep. organize toward all five before a Safety Intelligence Audit
  • Improvement. target the weakest layer first

Frequently asked

What is the Five-Layer Safety Intelligence Standard?
VPT's operating standard for a complete safety-intelligence program: existing camera coverage, human-reviewed alerts, alert disposition, executive review, and a monthly proof record. All five must be present and working.
Is this a compliance or accreditation standard?
No. It is VPT's operating bar for visibility and review. It does not certify compliance with any law, accrediting body, or state standard.
What happens if a layer is missing?
The chain breaks. Coverage without review only records; review without disposition goes nowhere; nothing holds up later without the record. The missing layer is usually where the next gap appears.
Does meeting the standard require new cameras?
No. The coverage layer runs on the cameras a facility already owns.
Does it use facial recognition?
No. It reads behavior and movement, not identities.

Virtual Patrol Technologies builds and runs all five layers with the facilities it serves. See the method, or request a Safety Intelligence Audit measured against this standard.
